What is a Driver Qualification File?
Under 49 CFR Part 391, every motor carrier must maintain a qualification file for each driver who operates a commercial motor vehicle. The DQ file proves the driver is qualified to operate. During a DOT audit or New Entrant Safety Audit, the auditor will review your driver files. Missing documents or expired records can result in violations.
Who Needs Driver Qualification Files?
Any motor carrier operating commercial vehicles over 10,001 lbs or transporting hazardous materials must maintain DQ files for their drivers. This applies to company drivers and owner-operators who drive their own trucks.

Do owner-operators need a DQ file on themselves? Yes. Even if you're the only driver in your company, you need a qualification file on yourself. Auditors will ask for it.
What's the difference between a new driver file and a renewal? New driver files require gathering all the initial documents from scratch. Renewals are for drivers who already have a file but need updated MVRs, medical cards, or annual certifications.
How long does it take to build a file? Typically 3-5 business days, depending on how quickly the State returns the driving record (MVR).
